The CDA 2030 process is based on a comprehensive visioning model that is driven by four questions regarding the future of greater Coeur d'Alene - defined as the city of Coeur d'Alene and surrounding areas:
To answer these questions, the CDA 2030 visioning process incorporates research and information gathering, community outreach and education, articulation of shared community values, and visioning and strategic planning activities.

The wider public engage in CDA 2030 in a variety of ways, including community outreach events and activities, questionnaires and surveys, website, web- based tools and social media, and visioning and action planning events, workshops and open houses. The process will be augmented through supporting activities conducted by local schools, civic organizations and other community groups.
The wider public will contribute directly to the CDA 2030 process, including development of high-level aspirations for greater Coeur d'Alene, identification of potential 'easy win' projects and development of major community initiatives that will help accelerate the emerging vision.
Volunteer, citizen-based working groups also will help CDA 2030 promote the visioning process, gather, compile, analyze and articulate community aspirations, and translate this information into an action plan for implementation by local partner organizations.
